The city council is set to sign off three large projects at its planning committee meeting on Thursday, including the residential conversion of the former Preston Catholic College’s sixth form centre.

Also on Preston City Council’s agenda are Community Gateway Association’s returning plans to build 58 homes off Tabley Lane, as well as Wain Homes and Liberty Care Developments’ proposals for a 72-bedroom care home off Sandy Lane.

Branco Winckley Square wants to demolish one of two remaining parts of the former Preston Catholic College to make way for 35 flats off Mount Street.

Designed by Studio John Bridge, the scheme would see the grammar school’s 7,000 sq ft sixth form centre bulldozed and replaced with a five- to seven-storey apartment block.

There would be 27 one- and eight two-bedroom homes, several of which would benefit from their own roof terrace or balcony.

Proposals also feature a 500 sq ft gym and 100 sq ft of co-working space, along with a shared roof garden.

The former sixth form centre is currently used as a canteen building, joined to an office building through a linked footbridge. The footbridge would also be demolished under the proposals.

Opened in 1865, the college has a rich history with ex-pupils including footballer Mark Lawrenson and Beano cartoonist Leo Baxendale. Gateley Smithers Purslow provided the heritage statement for the site.

Plans for the school’s redevelopment were submitted in February.

The project’s developer, Branco Winckley Square, is a subsidiary of Branco Capital and already owns a 40,000 sq ft office building in the area.

If approved, the flats would join more than 200 residences already built in Winckley Square alone as part of the city council’s City Living Strategy to build more quality homes in the city centre.

Smith and Love is the scheme’s planning consultant. BWB is providing the flood risk assessment and drainage strategy, while MJM is advising on transport.

Liberty Care Developments and Wain Homes are seeking reserved matters approval to deliver a 72-bedroom care home, made up of four connecting blocks off Sandy Lane.

C Squared Architects designed the scheme, which would see the construction of the 38,500 sq ft complex surrounded by 19,500 sq ft of community gardens.

Designed to provide specialist dementia care and 24-hour elderly nursing, the care facility would also provide residents with a tearoom, an activity room, a cinema room, and a hair salon.

There would be 28 car parking spaces, including three accessible and four electric vehicle charging bays.

Outline permission was granted for the project in January 2021 to create flexible floorspace, drinking establishments, hot food takeaways, a medical centre, a pub and hotel, and a care home on a wider six-acre site.

The developers are only moving forward with the care home and retail space, which will be the subject of a separate reserved matters application.

Plans were submitted in June and form part of a wider development area known as the North West Preston Strategic Location, which proposes around 5,500 homes on an 800-acre plot.

The one-acre plot is currently being used as a site compound for Wain Homes’ creation of 230 homes there.

JLL is the planning consultant for the scheme. Also on the project team is transport consultant Cameron Rose Associates, landscape architect Landstruction, and engineering and environmental consultant BWB Consulting.

Tabley Lane

Community Gateway Association’s plans to build 58 residences off Tabley Lane will return to Preston City Council’s planning committee on Thursday, two years after it was first considered.

The Levitt Bernstein-designed scheme would feature 12 apartments, as well as two two-, 11 three-, and seven four-bedroom houses. The remaining 26 plots would be reserved for custom-build housing.

Currently agricultural land, the site is allocated for housing under Preston’s local plan and benefits from outline permission for up to 58 homes, which was granted in December 2018.

Plans form Parcel A part of a wider scheme. Community Gateway was granted planning permission to deliver 175 homes on the adjacent Parcel B in December 2021.

The proposals for Parcel A were first considered by the planning committee in December 2021, and again in November 2022 due to a financial error in the original report.

The application was recommended for approval both times, subject to a Section 106 agreement securing a financial contribution towards the East-West Link Road, the provision of on-site affordable housing, and the future management and maintenance of the public open space.

In August, the developer approached the local planning authority due to difficulties in securing the S106 provisions and suggested that planning permission be granted before the agreement is signed, with an additional condition preventing any development from taking place until it is completed.

The development is recommended for approval on Thursday.

PWA Planning is the scheme’s planning consultant. The project team also includes Amenity Tree Care, Powers, SCP, and Hepworth Acoustics.

Manufacturer Wyder Timber wants to relocate from its existing premises to the new facility at Roman Way Industrial Estate.

AEL Projects would deliver the 58,000 sq ft manufacturing facility on behalf of Wyder Timber, which is involved in the production of roof trusses. The company requires an efficient workplace where materials can be delivered, processed, produced, and redistributed..

Designed by RPS Design Group, the scheme would see Wyder relocate from its existing Preston warehouse, a 10-minute drive away off Cummeragh Lane, in order to meet the demands of its operations.

The single-storey facility would provide a small-scale mezzanine level to provide staff with a 2,200 sq ft open-plan office and 344 sq ft conference room.

There would be 50 car parking spaces provided, including three disabled bays, as well as two motorcycle spaces and 12 cycle stands.

Most recently used for open-air storage, the three-acre site is accessed off Roman Road.

Cassidy + Ashton is the scheme’s planning consultant. Also on the project team are Bowland Tree Consultancy, PSA Design, Envirotech, and Reford Consulting Engineers.

Steven Gallagher is now a director at the Preston-based architecture firm, while Helen Knott has been named an associate.

Gallagher joined David Cox Architects in 2017 from Halsall Lloyd Partnership. Stepping up from his previous associate position, Gallagher will co-lead the studio alongside the company’s namesake, David Cox, as a director. Recent projects for Gallagher have largely revolved around student accommodation, private homes, and community-led developments.

Knott also joined David Cox Architects in 2017. Her earlier career was spent with Cassidy + Ashton, The Harris Partnership, and Bradshaw Gass & Hope. She is a certified Passive House designer and is particularly focused on low-carbon design.

“Steven and Helen have played a significant role in the practice and these promotions are richly deserved,” said director Cox.

“Broadening the identity of the business and consolidating the new senior leadership team is a positive step forward and we are all excited to shape the future of the practice together,” he continued.

Formerly a magistrates’ court, the grade two-listed building would be transformed into a coworking office complex under the city council’s proposals.

Preston City Council has submitted plans to bring the disused Amounderness House back into use and help secure its long-term future with hopes to deliver 6,400 sq ft of office space.

Designed by FWP Architects, the scheme would also create an accessible main entrance to the building, which is located on the corner of Lancaster and Road and Earl Street within the city’s Market Quarter.

The property’s 1,700 sq ft central hub would sit on the ground floor and feature breakout, hot desk, and social space, along with seven office units ranging from 100 sq ft to 900 sq ft.

There would also be four commercial units built – two in former courthouse cells and two in a new south wing extension.

Moving up to the first floor, proposals would see former cells converted to provide four offices, along with the delivery of another 13 offices offering up to 600 sq ft of space.

A further six offices would be found on the second floor, as well as a roof terrace overlooking the courtyard.

Outside, the courtyard, which is currently used as a council car park, would be transformed into a public space with proposals including paving, lighting, and planting works.

Notably, works will endeavour to retain “the form and features of the historic building fabric, wherever possible”, according to a design and access statement.

Amounderness House was originally constructed in 1857 as a police station with holding cells, before being extended into a magistrates’ court in 1901. The property has been vacant for more than 20 years.

In February, it was announced that office provider W_rkspace will operate the hub.

Neil Ainsworth, partner at Preston-headquartered FWP, said: “Our plans centre on returning this long-disused building back into use as a modern office hub that meets the needs of businesses, while preserving its great character.

“To that end, the building’s original elements will be retained and sensitively redeveloped, with restoration work a key part of the project”, he continued.

“We’ve worked hard to make sure that the interior of Amounderness House will be largely retained and reconfiguration work is kept to the minimum and the same goes for its historic external appearance.

“In all the design work we have looked to strike a delicate balance, in order to revitalise a building that has stood empty for over 20 years and has been noted as ‘at risk’ while being sensitive to any heritage impact.”

The £7.4m project is one of six planned under Preston’s £200m Harris Quarter Towns Fund Investment Programme. The government awarded Preston £20.9m from its National Towns Fund initiative towards the programme in March 2021, through which the city wishes to transform its historic buildings to provide leisure and employment facilities.

Maple Grove Developments is working with Preston City Council as project manager under the Lancashire Regeneration Property Partnership to deliver the project.

Smith & Love Planning Consultants submitted the application on behalf of the council. The project team also includes SCP Transport, Eden Heritage, E3P, TRP Consulting, and Graham Schofield Associates.

Phoenix Park will also feature a dry ski slope and mountain bike track, bordered by 13 lodges to house young adults in their transition back into the community from care.

Preston City Council approved charity Pioneer TEC’s vision at its planning committee meeting yesterday. The decision was made in line with officer recommendations.

Architect MCK designed the scheme, which will deliver the leisure attraction on a 10-acre plot, which makes up part of the wider 26-acre Trax Motor Centre site off Wallend Road.

A 12-metre high dry sky slope will be installed, featuring an operating ski lift and a mountain-biking track at the side.

To its left, a cable system and water-skiing dock will be delivered on a seven-acre lake. Proposals also suggest that the water could be used for windsurfing and kayaking.

The proposed lodges will surround the lake. Each home will provide up to three bedrooms for young people aged 11-18 in their transition from the care system.

The proposals, submitted in March,  form phase two of the company’s five-phase masterplan for the wider 26-acre site, which envisions the creation of a climbing wall, high ropes course, wave pool, skate park, and a football pitch.

The Pioneer Building, a four-storey residential and educational building, forms phase one and was completed in 2021.

De Pol Associates is the planning consultant for the scheme. The project team also includes Reford Consulting Engineers, FPCR Environment and Design, Trevor Bridge Associates, and AZH Consultancy.

Kroll Advisory has submitted plans on behalf of Signature Living Preston to complete the conversion of the grade two-listed building off Birley Street, a year after construction was halted due to administration delays.

Fresh plans have been submitted for the Shankly Hotel Preston, named after former Liverpool FC manager and Preston North End footballer Bill Shankly. Proposals include a restaurant and bar, a wedding and function space, and a spa to be created on the former Post Office site.

The number of proposed bedrooms has not yet been specified.

Signature Living Preston, part of the Signature Living Group, was awarded planning permission for a 66-bedroom venue on the site in 2017, having acquired the land from Preston City Council earlier that year.

Work started on the conversion in 2017, however construction was never completed due to Signature Living Preston entering administration last August, owing £22m to its creditors.

Kroll was appointed as administrator by development finance provider Lyell Trading. Lyell had lent Signature £12m for the £15m redevelopment, however the developer fell behind on repayments due to project delays and cost overruns.

Signature Living Preston was not the Group’s only firm to enter administration last year. Lyell also called in administrators on Signature Eden and Rainhill Hall, while Henslow Trading called time on Signature Living Lifestyles. Last October, it was revealed that the four companies owed a combined total of £56m.

Investors in the stalled Printworks development off Sizer Street have launched a “fighting fund” to pay for legal fees as they battle to save their investments. 

The group of investors behind the fund are asking their peers to contribute £250 for each apartment they have paid a deposit on. 

All 218 rooms within the Preston development were sold off-plan. At the time of writing, £19,500 of the £54,500 target had been raised. 

The webpage set up so that investors can donate states: “We are raising money to create a fighting fund for legal and other fees from investors/UN1-holders who have paid deposits for rooms at the Printworks Preston and are facing the loss of our deposits if we cannot purchase the building for ourselves and continue its construction to completion.” 

The redevelopment of Innovation House on Sizer Street was being delivered by Ladson Group.  

After work stalled, Marsh Lyons was appointed by UK Bridge Loans to sell the site to recoup money owed to the lender.  

The investors are now are looking into acquiring the land from the receivers to safeguard their investments. 

Ladson Preston, an SPV attached to the wider Ladson Group, won planning approval for the development in 2017.  

The company advertised an “assured net rental yield of 8% for three years” to investors. 

“Unfortunately, due to rising costs, we could not raise further additional funding to complete the scheme,” Ladson Group director Guy Ladson told Place North West in July. 

“We are currently assisting the investors in taking the scheme forward themselves.” 

Ladson Preston’s financial report for the year ended 31 May 2022 showed the company had just shy of £3m in the bank, a decrease from £6.2m compared to the previous year.  

The statement also showed that the company had creditors that needed to be paid £3.2m within the next 12 months.

Marsh Lyons has been appointed by UK Bridge Loans to sell the site to recoup money owed to the lender. 

Ladson Preston, an SPV attached to the wider Ladson Group, won planning approval for the development in 2017. 

The scheme proposed demolishing the former Innovation House, close to the UCLan campus, and delivering a student accommodation scheme. The development comprised two blocks. The larger of the two fronts Ashmoor Street and comprises 136 studios across four storeys. The second block, five storeys tall, would feature 84 studios. 

All of the flats within the development, branded as the Printworks and designed by DAY Architectural, have been sold to investors.

The owner of Leighton Halls, a 298-bed complex in the heart of UCLan’s campus, said an oversupply of student accommodation in the city is making it difficult to compete. 

In response, Leighton Halls Management Company has asked Preston City Council for permission to let rooms to key workers, as well as students, going forward. 

At present, the planning consent for Leighton Halls, granted in 2004, stipulates that the building should only be let to students. 

This, coupled with the delivery of more modern facilities across Preston since Leighton Halls opened in 2005, puts the scheme at a “disadvantage to the majority of the newer developments”, according to a supporting statement submitted with the application. 

It is becoming “increasingly difficult to ensure the occupancy of Leighton Halls is sufficient to guarantee the ongoing viability of the development,” the statement adds. 

It adds that diversifying its tenant mix would enable the landlord to “optimise the occupancy across the halls and at the same time provide much needed reasonably priced accommodation to a valuable sector of the UK economy”. 

It is hoped the move would “ensure parity with other student halls in Preston”, according to the landlord. 

There is precedent for this type of planning amendment in Preston.  

Pillars’ 425-bed Urban Hub off Moor Lane completed last year and is open to both students and key workers. 

The developer applied mid-build to broaden its tenant mix to include local teachers, social workers, council workers, NHS staff, police officers, prison workers and fire officers. 

Speaking at the time, a Pillars spokesperson said opening the scheme up to key workers as well as students would help combat “ever-increasing housing demand and steadily rising housing prices in central Preston”.

Plans have been submitted for the transformation of the former Horrocks Mill site between Queen Street and Church Street for residential development.

Onward Homes is eyeing the plot to deliver a raft of affordable homes in Preston, featuring a a mix of apartments, townhouses and family homes.

Designed by DK Architects, the scheme would create green spaces featuring trim trails and play areas. Proposals also include new cycling and walking routes into the city centre.

Following the demolition of the cotton manufacturing plant in 1965, the site is now a vacant brownfield plot allocated for development under the city’s local plan.

Onward held a public consultation in June for feedback on its plans for the land, owned by property developer Brookhouse Group.

Ben Scandrett, group surveyor for Brookhouse Group, said: “Brookhouse Group are delighted to be working with Onward Homes to help deliver one of the most significant residential-led regeneration schemes in Preston city centre.

“The scheme fully aligns with our principles of delivering high-quality development and will breathe new life and purpose into an underutilised site whilst complementing our neighbouring shopping park.”

Sandy Livingstone, executive director for property at Onward, added: “Our plans for Horrocks Mill present an enormous opportunity to transform a derelict brownfield site into a place that local people can call home…

“The redevelopment of the site supports our wider vision to deliver a transformative regeneration programme in one of our great northern cities.”

Nexus Planning is the planning consultant for the scheme.

The application has not yet been validated on Preston City Council’s planning portal.

Proposals for the former site of Fylde Road Mill would see the creation of two apartment blocks reaching 10 and 12 storeys at their highest points.

David Cox Architects designed the scheme, which would see the demolition of the existing vacant building off Fylde Road in Preston to deliver 132 flats.

Plans feature 64 one-, 63 two-, and five three-bedroom apartments. None of these homes would be affordable.

Plans also include a 500 sq ft cinema, an 800 sq ft gym, and a 300 sq ft yoga studio, as well as a rooftop terrace and gardens for residents. There will also be 4,200 sq ft of publicly-accessible retail space created.

Given its city centre location, proposals only include four car parking bays and 72 cycle spaces.

Most recently used as a car rental site, the land was formerly occupied by Fylde Road Mill. The steam mill was demolished in the 1960s.

De Pol Associates is the planning consultant for the scheme. Also on the project team is structural engineer Gaurya, transport consultant Vectos, and noise consultant Philip Dunbavin Acoustics.

After a productive city council planning meeting, the way has been cleared for a 19-storey apartment block in the city, as well as for 280 houses and a long-anticipated youth centre.

The decisions were made at Preston City Council’s planning committee meeting on Thursday. All of the votes were in line with officer recommendation. Here’s a bit more on each of the approved schemes.

120 apartments in Adelphi Quarter

Portergate found success with its plans to build a 19-storey apartment block on land by the junction of Moor Lane and Walker Street in Preston’s Adelphi Quarter.

The residential block will be known as Moor House and will range from five-storeys to 19. The smaller section will have 36 apartments, with the hexagonal tower – designed by Buttress – having the remaining 84 apartments.

Of the 120 flats proposed, 16 will be one-bedroom flats and 104 two-bedroom ones. None of the apartments are to be designated as affordable rent.

In addition to the living spaces, Moor House will provide residents with a roof terrace and ground-floor lounge. There will also be space to store 120 cycles. No parking spaces are included.

Buttress designed Moor House for Portergate. Buttress director Andy Avery voiced his pleasure regarding Preston City Council’s decision to approve the project.

“The proposals will form a significant part of the University Square development providing a landmark building as well as creating quality new homes for the people of Preston,” Avery said.

“We are also pleased with the level of public realm improvements surrounding the scheme.”

In addition to Buttress, the project team includes Ridge and Partners, The Environment Partnership, and Martin Planning. Virtual Planit is the CGI artist behind the scheme.

Bloor Homes has the green light to build 280 houses on 36 acres of former farmland off Riversway in Lea.

The approval of Bloor’s reserved matters application at Thursday’s planning committee meeting builds upon an outline planning approval from January 2021 for the same number of homes.

The houses are to be a mix of detached, semi-detached, maisonettes, and terraced houses. Most of the houses are set to have four bedrooms, but there will also be three-bedroom homes and two-bedroom ones built.

There will be variations in the way the houses look, with 19 house types proposed.

Affordable homes provision is also included in the project, with 84 houses set to have that designation. Among them will be 14 maisonettes, 36 two-bedroom houses, and 34 three-bedroom ones.

Nearly 15 acres of public open space are set to be included in the Bloor neighbourhood as well.

Savills is the planner behind the project and Escape Urbanists is the architect. The project team also includes Tyler Grange and Eddisons.

Preston Youth Zone

OnSide is now eyeing a 2025 opening date for its Preston Youth Zone, now that the city council has granted the project planning permission.

When it opens on the corner of Crooked Lane and Tithebarn Street in Preston, the Preston Youth Zone will boast a four-court sports hall, martial arts room, built-in recording studio, climbing wall, dance studio, arts and crafts zone, and a mentoring kitchen. The facilities will be for members between the ages of eight and 19, as well as those up to 25 who have additional needs. Membership will be £5 for the year.

National charity OnSide has been working on the project for years, alongside Preston City Council and the Preston Towns Fund Board. Funds for the scheme will come from the council, Towns Fund, and the Department for Digital, Culture, Media, and Sport’s Youth Investment Fund – as well as private donations.

Guy Topping, Preston Youth Zone Chair said: “This is an important milestone in the Preston Youth Zone journey and exciting news for young people living in Preston and beyond.

Topping continued: “Preston Youth Zone is a local, inspirational charity that will provide thousands of young people with access to activities, opportunities, and support from trusted youth workers. So much hard work has gone into getting us to this point and I want to thank everybody who has helped make this dream a reality”.

Preston City Council’s cabinet member for health and wellbeing, Cllr Jennifer Mein, said: “The Youth Zone will play an important role in building community cohesion and providing our young people with access to vital support services that’ll help with mental health and general wellbeing.

“In addition, it’ll also ensure our young people remain fit and healthy. It’ll give them access to a wide range of sporting activities that are shown to help bring people together. Its impact will be far-ranging.”

Main contractor Costain has wrapped work on the Preston Western Distributor scheme, which comprises three roads connecting the city with the M55.

Edith Rigby Way, named after the famous Preston suffragette, is the largest of the three roads and links A583 Blackpool Road with Junction Two of the M55.

The two smaller roads, William Young Way and Avice Pimblett Way, will provide links to the northwest of Preston and Cottam. These roads are named after a Victoria Cross recipient and the city’s first female mayor, respectively.

Construction on the roads began in 2019. Lancashire County Council, which is in charge of the project, hopes that the new thoroughfares will reduce congestion and support the delivery of a proposed Cottam railway station.

Funding for the £207m project came from the Department for Transport ad the Lancashire Growth Deal, which is managed by the Lancashire Enterprise Partnership. Lancashire County Council, National Highways, and the Preston and Lancashire City Deal.

City Deal is an agreement between the Lancashire Enterprise Partnership, Preston City Council, South Ribble Council, and Lancashire County Council – and includes a £334m infrastructure programme.

Praising the road opening, roads minister Richard Holden said: “Hundreds of thousands of Lancashire residents rely on our local road network to get around for work, education, hospital appointments and to see loved ones, whether that’s by car, bus, or cycling and walking.

“That’s why it’s fantastic to see the new Edith Rigby Way finally open thanks to this government’s £31 million investment, which will help reduce congestion, cut journey times and create new local jobs, as we continue to improve transport connections to grow the economy.”

Similarly, Lancashire County Council Leader Cllr Phillippa Williamson described the road opening as “a significant achievement in our ongoing efforts to improve connectivity and access to public transport infrastructure in Lancashire”.

Designed by architect Escape Urbanists, the scheme would see the delivery of 280 houses. Plans feature a mix of detached, semi-detached, and terraced properties, as well as maisonettes.

There would be 50 two-, 101 three-, and 129 four-bedroom houses.

Of the 280 homes, 84 would be affordable.

Bloor acquired the 39-acre site last August, when the site already benefitted from outline permission for 280 homes. Management consultant Bulwark secured the planning permission in 2021.

Savills is the planning consultant for the scheme. Also on the project team is transport consultant Eddisons and arboricultural consultant Tyler Grange.

Designed by Buttress, the scheme would see the creation of a part-five, part 19-storey apartment block.

Known as Moor House, the building would feature 16 one- and 104 two-bedroom homes for private rent.

Plans also include a roof terrace to be used as shared amenity space, as well as a 540 sq ft ground-floor communal lounge.

There would be no car parking spaces provided, however residents would have access to 120 cycle spaces.

Located within Preston’s Adelphi Quarter, the complex would sit in a prominent position opposite the University of Central Lancashire’s newly constructed student centre.

Currently vacant, the site was previously home to a gas training centre, which was demolished in 2017.

Portergate, which also delivered the £18m Friargate Court student scheme in the city, submitted the plans for the Moor Lane project in February.

C Squared Architects designed the scheme, which would provide a 72-bedroom care home in Preston with 19,500 sq of community gardens.

The complex would be created to provide specialist dementia care and 24-hour elderly nursing.

Residents would also have access to a cinema, hair salon, and activity room.

Visitors would be provided with a total of 28 car parking spaces, including four electric vehicle charging and three disabled bays.

Outline permission was granted for the project in January 2021 to create flexible floorspace, drinking establishments, hot food takeaways, a medical centre, a pub and hotel, and a care home.

The developers are only moving forward with the care home and retail space, which will be the subject of a separate reserved matters application.

JLL is the planning consultant for the scheme.

Also on the project team is transport consultant Cameron Rose Associates, landscape architect Landstruction, and engineering and environmental consultant BWB Consulting.

Plans form part of a wider development area known as the North West Preston Strategic Location, which proposes around 5,500 homes on an 800-acre plot.

The proposed land is currently being used as a site compound for Wain Homes’ creation of 230 homes there.

The Liverpool-based developer can now build 227 flats on part of the former police headquarters off Lawson Street.

Designed by Falconer Chester Hall, the scheme will deliver an apartment block ranging from seven to nine storeys, providing accommodation for students of the nearby University of Central Lancashire.

Caro Developments’ own student living brand, Caro Student Living, will operate the facility, which will provide residents with a gym, study zone, games room, and cinema.

Neil Carlyle, managing director for Caro, said: “In a post-pandemic world, students want their homes to contribute to how they study, to their leisure time and, as importantly, to their health and wellbeing.

“We’ve sought to address these needs head-on and these will be the only homes of their type in the city”, he continued.

“Preston is going through the gears and it’s a good time to invest in the city.”

The neighbouring eight-storey former office block previously used by the police has already been converted into student halls by BPS Developments.

BPS sold the remainder of the site to Caro for the development, marking the developer’s first foray into Preston.

Plans for the £22m scheme were submitted in January.

Robert Brym, associate director at Falconer Chester Hall, said: “We have designed more than 7,000 student bed spaces across the UK and so took the brief in our stride.

“This was always about quality and performance, not numbers, and we are pleased to have designed such a well-received scheme.”
