Hannah Blunstone has joined the Northern planning & development team at director level, relocating from London as the firm looks to drive the department’s alternative use capabilities.

Blunstone, who will work from both the Leeds and Manchester offices, has been with CBRE for more than a decade and was previously a director in the London and South East team.

She brings more than 15 years’ experience as a chartered town planner across a range of sectors, most recently focusing on life sciences, higher education and student accommodation, film studios, healthcare and mixed use development.

Iain Jenkinson, executive director, CBRE planning & development, said: “We are delighted to welcome Hannah into the northern team.

Damian Ainsley has joined the Bolton-based funding provider as investment director.

PMJ Capital provides property funding loans for SME developers and entrepreneurs, with facilities from £26,000 to £2m.

Ainsley joins PMJ from his previous position as account manager at Tatton Investment Management, bringing more than 20 years of experience to the role.

Previous positions also include valuation manager at Makeurmove, director of AMG Partnership, and owner of Just Investment Property.

In his new role as investment director at PMJ, Ainsley will be working with advisors to secure private market investment opportunities for prominent individuals.

Ainsley’s appointment brings the team’s total headcount to eight professionals. He will work alongside chairman Mike Wright and managing director David Rainford in the leadership position.

Ainsley said: “This is a wonderful opportunity for private investors and their intermediaries to access an area of property investment that has historically been dominated by banks and institutional investors.

“Most exciting of all, it enables investors to complement their existing investment portfolio by achieving higher than inflation rates of return in a secure, consistent, and repeatable way, forgoing the volatility and uncertainty many have experienced in the stock market in recent years.”

Projects funded by the firm include the final phase of the Low Wood scheme in Casterton and 21 Living’s conversion of a former bank in Sale to provide commercial space and apartments.

A 14-acre plot with planning permission for up to 76 homes is to be sold in Pugh’s online property auction on 19 September with a guide price of £1.5m, almost double the price it was bought for.

Known as Blackley Mere, the plot sits off Blackley New Road and was once home to the Bowker Bank industrial estate.

Bounded by the River Irk, the land benefits from extant planning permission from Manchester City Council for up to 76 three- to four-bedroom homes to be built there.

Blackley Developments purchased Blackley Mere for £775,000 in October 2015.

The developer was granted outline permission to deliver 48 properties in 2012, then a further 28 houses in 2014. Reserved matters approval followed for both schemes in 2016.

The site remains undeveloped.

Edward Feather, associate director at property auctioneer Pugh, said: “This is an ideal location to develop family homes.

“The quiet riverside and woodland environment make it a really attractive setting for new houses that is only half a mile from the nearest Metrolink stop at Bowker Vale and just four miles from Manchester city centre”, he continued.

“It’s a fantastic investment opportunity and, not surprisingly, we’ve already seen considerable interest from potential buyers.”

Bidding commences on 19 September and closes on 20 September.

Rob Moore has taken on the position of studio director at the landscape design firm’s Altrincham base, while Danny Marsh will move up into the same role in Liverpool. 

The promotions and appointments are part of Planit-IE’s expansion plans and follow the promotions of Georgina Baines and Kevin Redhead to director roles in 2022. 

At the Liverpool studio, landscape architect Marsh has been promoted to the role of studio director. He joined the firm almost five years ago from IBI Group and has worked on several high-profile schemes during that time.

These include Central Park at Liverpool Waters, Everton Football Club’s new stadium, and the regeneration of St Helens and Birkenhead town centres. 

In Altrincham, Moore has also been promoted. He has become studio director after almost 20 years with the firm. In his new role, he will continue to add to a growing list of projects that includes work in Oldham Town Centre, First Street in Manchester, and a 1m sq ft of mixed-use scheme at West Bar in Sheffield. 

Managing director Pete Swift said: “Danny and Rob’s work is crucial to delivering Planit’s mission to become a net positive business and deliver a more regenerative future. Their technical knowledge is unrivalled and they have become adept at managing multiple high-profile projects.

Meanwhile, Mark Fletcher has been hired to lead the firm’s Standish site. In Gloucestershire, he will be responsible for growing Planit in the South West and London, alongside co-founder Ed Lister and director, James King. 

Fletcher has joined the firm after seven years working at Pacific Architecture in Wellington, New Zealand. 

Lister said: “We opened our rural Cotswolds studio in 2021. Located in an Area of Outstanding Natural Beauty it was the perfect fit to establish and grow Planit’s Net Positive practices and regenerative vision.  

“Mark’s arrival and experience will be instrumental in delivering this vision, supporting clients on their journeys to move beyond sustainable practices and help grow our studios across the South.” 

Elsewhere across the business, Victoria Ellenbogen has been promoted to senior landscape architect, Yuan-yin Hsieh and Jonny Helm have been promoted to the role of project landscape architect, Evelyn Ho as landscape architect, Molly Deakin to senior graphic designer, and Sam Richmond has been promoted to 3D artist. 

In total, Planit-IE employs 92 people.

Steven Gallagher is now a director at the Preston-based architecture firm, while Helen Knott has been named an associate.

Gallagher joined David Cox Architects in 2017 from Halsall Lloyd Partnership. Stepping up from his previous associate position, Gallagher will co-lead the studio alongside the company’s namesake, David Cox, as a director. Recent projects for Gallagher have largely revolved around student accommodation, private homes, and community-led developments.

Knott also joined David Cox Architects in 2017. Her earlier career was spent with Cassidy + Ashton, The Harris Partnership, and Bradshaw Gass & Hope. She is a certified Passive House designer and is particularly focused on low-carbon design.

“Steven and Helen have played a significant role in the practice and these promotions are richly deserved,” said director Cox.

“Broadening the identity of the business and consolidating the new senior leadership team is a positive step forward and we are all excited to shape the future of the practice together,” he continued.

David Cox Architects has a staff of eight and provides architectural design services. Notable projects include the 469-home Stoneygate Central in Preston, Ribby Hall Village’s 53,000 sq ft entertainment centre, and Wildes Hotel Group’s luxury hotel off Bridge Street in Chester.

Agha Group has acquired the grade two-listed building off Deansgate from Mayer Investments in an off-market, multi-million-pound deal. The exact sales figure was not disclosed.

The 11,700 sq ft Onward Buildings sits at 205-209 Deansgate. Designed by Charles Heathcote, the five-floor leisure and office block dates to 1904.

Turkish restaurant Topkapi Palace and cocktail bar Rendition occupy the ground floor and basement of the building. More than half of the first floor is leased to 207 Dental Care, leaving the remaining 4,700 sq ft vacant.

Agha Group wants to take this vacant space and refurbish it, creating high-quality and flexible workspaces.

Agha Group’s acquisition marks the first time the building has been sold in 40 years. Fisher German investment partner Dominic Evans represented Agha Group on the deal, while Commercial Properties managing director Gary Scorah acted for Mayer Investments.

Legal support came from Joe Brolly of Square One Law and Jeremy Lee of Bexley Beaumont.

Agha Group chief executive Agha Anwar said he was “delighted” to add Onward Buildings to the company’s portfolio.

“It’s an attractive building with excellent core income and inherent upside potential,” Anwar said.

“Once refurbished, the vacant accommodation will provide flexible suites at an attractive price point to meet occupational demand from smaller occupiers seeking a city centre presence.”

Fisher German’s Evans was similarly pleased.

“We are confident that Agha Group’s ownership will be the start of a prosperous new chapter in Onward Buildings’ history,” Evans said.

He also described the impact Agha Group’s refurbishment plans would have on the local office market, and how it would provide “an interesting opportunity for tenants looking for character space in the centre of Manchester”.

“The size of suites will fit well with the resilient demand from smaller requirement occupiers, which make up a large proportion of the annual take-up in Manchester,” he continued.

“We are doing everything we can”, assured the football club’s chief executive, Billy Hogan, a week after the contractor behind its new stand filed an administration notice.

Buckingham Group Contracting is the main contractor for Liverpool Football Club’s Anfield Road Stand, which was to bring an extra 7,000 seats to the stadium. This would increase Anfield Stadium’s capacity to 61,000.

The contractor announced its decision to file a notice to appoint administrators last week and Liverpool has now issued an update on the development of the stand in light of uncertainties.

Hogan confirmed that the club still plans to work through a phased opening of the Anfield Road Stand, however it does not want to set any false expectations.

“Just to speak plainly, we are in a bit of a holding pattern right now based on the news that we got on Thursday and that needs to reach its conclusion before we can truly start to take the next steps”, he said.

“But if Buckingham does enter into administration then we’ll need to address any delays that may arise from completing the new stand as a result of that.

“Obviously, we will of course work with Buckingham and any other contractors who may be appointed in the future to retain as many of the existing jobs and expertise that have been a part of the project all along.”

Buckingham Group has stressed that it is not currently in administration. The filing of the notice was to “protect the business whilst we explore a sale of all or part of the business in a very short period (days/weeks)”, the company said.

The firm began work on the stand in 2021. At that time, the project was due to complete in time for the 2023-2024 season. That deadline has since been missed, although Saturday did see the return of the season with the lower section of the Anfield Road Stand cleared for operational use and open for the first time.

In terms of the future, Hogan recognised that is hard to set a schedule based on what is happening immediately however has hinted that the club is still working towards an October deadline to have the stand fully complete.

“As I said, [there is] an unbelievable amount of work going on in the background, literally since we were made aware of Buckingham’s intentions, to make sure that we have as little impact on that timeline as possible”, he said.

“So, again, I don’t want to set false expectations but we do have to have, obviously, a schedule that we need to work towards.

“It’s hard to set that schedule based on what is happening immediately, but we are working through it having digested the announcement on Thursday and working over the course of the last several days, and then any subsequent administration of Buckingham and what that means with regards to our contract with them and then the strategy and programme that we put forward.”

Buckingham Group is also the main contractor for the £80m Headbolt Lane Station in Kirkby and began work on the Merseyrail project last year. Liverpool City Region Mayor Steve Rotheram has said that the probable administration will not impact the delivery of the station.

The Salford housing association has agreed the funding facility with NatWest in order to deliver the ambitions set out in its business plan.

Salix Homes will use the £120m refinancing deal to build more affordable and sustainable homes across the city to add to its existing portfolio of more than 8,000 properties.

Sue Sutton, chief executive at Salix Homes, said: “This refinancing deal with NatWest marks another major milestone for Salix Homes, and will enable us to continue with our ambitious plans to deliver much-needed, new, and affordable housing, as well as invest in our existing homes and communities.”

Since 2015, the company has invested more than £210m in homes and communities across Salford and built more than 290 homes, with another 250 under construction.

Current new-build developments being delivered by Salix Homes include the Greenhaus apartment block on Chapel Street, which is a 96-home affordable housing development being built to Passivhaus standards. This scheme has also been funded by NatWest.

Sutton said: “We will soon be launching our next corporate plan setting out our key priorities for the future, which aims to take us back to our roots and refocus on our core values to provide good quality homes and services to our customers, as well as build 100 new and affordable homes every year.

“Sustainability is a key focus, and we’re committed to building greener homes and neighbourhoods, while ensuring we continue to be well-governed and financially viable.”

The refinancing exercise has been supported by NatWest and Savills Financial Consultants.

Martin Skinner, director of housing finance at NatWest, said: “Like Salix Homes, NatWest is dedicated to supporting our customers and communities and it is fantastic to be able to support the organisation with a new finance package that will help create new homes in Salford.”

The regeneration company has purchased 67 fully-occupied homes across Manchester and Salford.

The Urban Splash Residential Fund has invested £15m in off-market acquisitions, expanding the number of homes in its portfolio by 41% to 437.

Acquisitions include terraced homes at Chimney Pot Park in Salford, as well as a number of apartments at 3Towers in Manchester.

These recent purchases add £1.3m of income to the fund’s rent roll and follow the signing of a £20m revolving credit facility with Barclays.

Fund manager Akeel Malik said: “2023 has been a significant year of growth for us; we are moving forward with acquisitions and offering more people the chance to live in brilliantly designed homes in cities across the country.

“We are focusing on off-market higher yielding acquisitions in the current macroeconomic environment, whilst preserving rent-to-income levels of less than 30% for our residents (currently 22%)”.

Among this wave of acquisitions, the company also acquired 112 apartments at East Street Mills in Leeds.

The Urban Splash Residential Fund was established in June 2017 to acquire design-led homes in urban regeneration areas across the UK. So far, the fund has acquired sites across the North West in Prestwich, New Islington in Manchester, and Altrincham.

Malik said: “Our portfolio of differentiated homes is well positioned for modern living with flexible, spacious interiors, access to outdoor spaces, and strong connectivity.

“We remain committed to offering residents well-designed mid-market homes, at rental levels that preserve an average rent-to-income ratio of <30%.”

With planning permission secured for a 495,000 sq ft big box unit, the 22-acre Ark Royal site proved an “attractive proposition” for the pan-European real estate investment manager.

EPISO 5, a fund managed by Tristan Capital Partners, has acquired the Birkenhead plot from Peel L&P. Now, Tristan Capital will work alongside Tungsten Properties to deliver Ark Royal, which was granted planning permission from Wirral Council in June.

Tungsten had been developing the project with Peel L&P. Now, the company will be Tristan Capital’s operating partner and development manager for Ark Royal.

Designed by HTC Architects, the future shed will contain 30,000 sq ft of offices and 465,400 sq ft of industrial space. The project also includes 131 spaces for HGVs, 421 for cars, 18 for motorcycles, and 30 for cycles.

Tristan Capital and Tungsten have announced their goal for the building to achieve a BREEAM rating of Excellent and for it to be net zero carbon in construction.

Ark Royal will sit off Campbelltown Road on land that formerly belonged to Cammell Laird shipyard. The industrial project’s agents are Colliers and Moriarty & Company.

Tristan Capital’s acquisition of Ark Royal is one of two major deals completed by the EPISO 5 fund. The other was to acquire a 360,000 sq ft industrial asset in Colchester.

Nicho Jenkins, managing director at Tristan Capital, explained the company’s rationale for the EPISO 5 purchases.

“The land price coupled with the underlying occupational dynamics and the opportunity to work with a best-in-class development partner makes developing these schemes an attractive proposition for the fund,” Jenkins said.

“We continue to see strong occupier demand for the highest quality logistics assets, with exceptional ESG credentials, across our portfolio,” he continued. “It follows that these projects reflect a continuation of our strategy to create value for our investors by developing such assets”.

Tungsten’s managing director, Jeff Penman, added: “Tristan Capital’s investment into building these two important industrial schemes show that we are responding to significant demand for such space in their respective ports to enable increased global commerce.

“Ark Royal will be one of the largest new build warehouses in the North West of England and address the dearth of 500,000 sq ft units in the region.”

Commercial advice was given to EPISO 5 by TT&G and Atlas Real Estate when it came to the deal. CMA was the legal adviser for EPISO 5, while Tungsten was advised by Forsters.

The department store is set to leave its century-long home off London Road for Church Street.

Fresh signs spotted outside TJ Hughes’ Audley House store state that the retailer will soon move from the London Road spot to 12-15 Church Street, which was formerly occupied by H&M and sits within a 70,000 sq ft building.

Owned by Anil Juneja, TJ Hughes closed its doors at Audley House earlier this summer to ready for the move to Church Street, where the retailer will sit beside Next.

H&M relocated from the Church Street property in 2018, taking up a 28,000 sq ft space on Lord Street.

Jason Houghton and Karl McDonald have moved up from the positions of commercial manager to commercial director and contracts manager to operations manager, respectively.

Houghton joined MC Construction in 2020, moving from his previous role as commercial director at Harry Fairclough Construction, where he worked for 30 years.

McDonald brings 16 years of industry experience to the position of operations manager, having joined the Salford-based construction firm in January 2015. Previous roles include director at KM Joinery, which he held for more than five years.

The duo, along with human resources and business services manager Sophie Houghton, have also joined MC Construction’s senior leadership team. Managing director Russ Forshaw, pre-construction director Chris Purcell, and finance director Gary Glendenning also make up the leadership team.

Forshaw said: “We pride ourselves on being a business where learning and development supports internal promotion and career opportunities, as well as personal growth.

“Our commitment to investing in and empowering talented young staff members has helped us to achieve great progress and success as a business,” he continued.

“Expanding our leadership team is a significant milestone for the company.

“The team will ensure the smooth day-to-day running of the business while also enabling us to be more future-facing, as we work on initiatives to further strengthen the company, with a focus on developments such as process improvement, digital innovation, and sustainability.”

These appointments follow Forshaw’s promotion to managing director in May. In a company first, Forshaw is MC Construction’s first non-family member who has held the managing director role since the firm was founded in 1971.

The company, working in partnership with the McGoff Group, was granted planning permission in June to deliver 80 affordable homes in Old Trafford.

The developer has agreed a three-year funding facility with Zorin Finance in order to grow its portfolio.

MCR Property Group will use the £48m refinancing deal to move forward with a series of pipeline projects across the country.

The refinancing deal focuses on a number of the company’s previous developments, including two student accommodation buildings in Liverpool. These buildings are the 240-bedroom Unity Square and Haigh Court, which has more than 150 bedrooms.

MCR, which has offices in Manchester, London, Birmingham, and Glasgow, will also refinance phase two of a residential development in Luton and two industrial business parks in Northamptonshire and Nottinghamshire.

David Tracey, chief operating officer of MCR, commented: “In an uncertain marketplace, we need to be incredibly thoughtful and strategic in our approach to borrowing, consolidating debt, and freeing up cash, which will allow us to continue to build our portfolio in line with our long-term strategy.

“The size and terms of this deal highlight the strength of our position in the marketplace and the confidence in us from Zorin, a long-established and reputable finance company.”

Alexander Banbury, lending director at Zorin Finance, added: “We look forward to supporting [MCR] on this transaction and to building our relationship with the group over the next few years.

“We have been impressed by the diversity of MCR’s portfolio, which played a crucial role in structuring this deal and demonstrates their ability to successfully navigate multiple sectors of the real estate market.”

In February, MCR was also granted a £100m debt facility from ICG Real Estate to assist with the developer’s push to grow its industrial portfolio. The deal funded MCR’s purchase, refurbishment, and expansion of six commercial projects.

More than 100 firms have landed a spot on the four-year Healthcare Planning, Construction Consultancy, and Ancillary Services framework.

The framework will enable the public health agency to appoint experts in architecture, engineering, planning, surveying, and designing to build new hospitals. It also includes a net zero lot to encourage more sustainable construction.

“To achieve the level of investment and regeneration required across the NHS and public sector, customers need a compliant, secure and trusted route that helps them navigate construction consultancy services through to procurement,” said Melissa King, NHS SBS senior category manager for construction and infrastructure.

The HPCCAS framework is designed to do just that.

King continued: “Previous iterations of the framework agreement have achieved 10%-15% savings. With £1.6bn expected spend via it over the next four years, the HPCCAS framework agreement has the potential to achieve public sector savings of up £240m.”

Among the firms appointed to the framework are Eric Wright Partnerships, Civic Engineers, S I Sealy, Turner and Townsend, Ryder Architecture, Hydrock, and DAY Architectural. You can see a larger list of winners at the end of this article.

Bamber Bridge-based Eric Wright is part of the healthcare planning lot. The company has provided similar services for health centres in Ashton-in-Makerfield and Kirkholt.

Wayne Ashton, healthcare consultancy director at Eric Wright, said the company was “really pleased” to be part of the framework.

“Our experienced healthcare planning team is looking forward to using its expertise to support the design and development of new health and social care facilities across the North West and Yorkshire regions,” he said.

Kim Bebbington, head of customer relationships at Eric Wright, described how the company was well-suited to help the NHS.

“Eric Wright Partnerships has a wealth of experience across the public sector, health and social care sectors and we are well placed to deliver services, drawing on our sector expertise previous project delivery,” Bebbington said.

“This framework provides a fantastic opportunity for clients to access the team’s extensive knowledge and we are looking forward to working with existing and new clients via the framework agreement in the future.”

Civic Engineers co-founder and chief operating officer Julian Broster was similarly pleased to have the company on the framework.

“We are providing civil, structural and transport engineering services across two lots UK-wide,” Broster said.

“We recognise the importance of this framework nationally for healthcare projects, but also other sectors that include community, higher education, and regeneration projects.”

S I Sealy director Danny Madden said the engineering firm was proud to be on the framework.

“Our extensive expertise and experience, combined with our scale, make us ideally positioned to assist NHS organisations with a wide range of requirements,” Madden said.

“Our deep-rooted understanding of healthcare projects, including our involvement in significant initiatives such as the Royal Oldham Hospital, Capital Development Project, and multiple new theatre projects such as Trafford General Hospital, Theatres 10 & 11, and Kent and Canterbury Hospital, Modular Orthopedic Theatres demonstrates our commitment to delivering excellence,” he continued.

“We are looking forward to working alongside both new and existing clients through this new framework agreement and providing our expertise to meet the demands of the infrastructure and construction market across the NHS and public sector.”

Hydrock is part of four lots on the HPCCAS framework: civil and structural engineering; mechanical, electrical, and public health; multidisciplinary services; and ancillary services.

“Our position across these lots will allow organisations to access proven engineering design, energy and sustainability solutions which support the sector’s decarbonisation goals,” said Ian Alderson, healthcare sector lead at Hydrock.

“Ultimately, with a shared purpose to be a force for good, we’ll help the NHS and wider public sector meet their aspirations to become flexible, resilient and sustainable for the long term.”

Mark Walker, director and healthcare lead of Hydrock’s MEP team commented: “We’ve seen how the NHS, in particular, continues to grapple with decarbonisation across its estate while providing affordable buildings, which is a huge challenge to overcome. But it can be achieved with the right data, planning and design approach.

As part of the £495,000 contract, the property consultancy will assist the council in the sale of 23 sites including car parks, libraries, land parcels, and buildings under its ownership.

Wirral Council has appointed Lambert Smith Hampton to sell unneeded properties and land across the borough over the next three years.

LSH will support the authority’s estate management team to dispose of the assets to pay back a £12m loan of emergency government funding received in 2021 in order to avoid declaring bankruptcy.

Assets up for sale include the Claremount Specialist Sports College site, the site of the former Bebington Town Hall, Oaklands Outdoor Centre, Bromborough Civic Centre, and the Birkenhead Hamilton Building.

Other properties and plots to be disposed of are:

  • Seacombe Library
  • Coronation Gardens Café in West Kirby
  • Price Street car park in Birkenhead
  • Tranmere’s Marine Technology Park
  • Industrial units at Kelvinside
  • Former council offices in Liscard
  • Arrowe Hill Facilities Management Store in Woodchurch
  • Eastham Youth & Community Centre
  • Albion Street Lifeguard Station in New Brighton
  • Fender Way Former Scout Hut in Wallasey

The authority will also sell land at Ditton Lane in Moreton, Bedford Place, Pearson Road, and Old Clatterbridge Road in Bebington, as well as properties off Seaview Road, Laird Street, and Manor Road.

These assets were declared as surplus to the council’s needs at the council’s policy and resources committee meeting on 12 July. Those properties declared for disposal were either vacant, generating a poor income, or deemed to be no longer required to deliver a service, according to a report.

Matthew Pilling has joined the Liverpool-based property company’s facilities management arm as director.

The Momentum Group provides full-service property services, from advice to construction, and operates five commercial businesses: Advise, Build, Manage, Maintain, and Contribute.

Pilling replaces associate director Karl Clawley in the leadership role at Momentum Maintain. Clawley has taken on another position within Momentum Group, overseeing the management of the firm’s newly-created charitable arm Momentum Contribute, which covers issues such as sustainability, client care, and corporate social responsibility.

Pilling brings 18 years of experience to the role of facilities management director at Momentum Group, where he will be responsible for the implementation of sustainable facilities management practices.

Joining from the position of managing director of residential at GeoBear Global, Pilling has also held director roles at Incentive FM, Cloudfm, Engie, and Capita.

Pilling said: “The Momentum Group has huge growth potential, and I am looking forward to applying my experience and knowledge to deliver the company’s vision.

“The Momentum Group is a unique set-up in that it offers multiple services, advisory, build, and property management alongside FM, and this is an exciting opportunity to grow the FM division such that it makes a significant contribution to the group as a whole.”

The firm wants to open its doors off Northgate Street, relocating from its St Werburgh Street site to allow Chester Cathedral to reclaim its Town Hall Square-facing wing.

Barclays Bank has submitted a planning application to Chester West and Chester Council to convert the 5,000 sq ft former city centre McDonald’s building into a bank.

Designed by ISG, the scheme would see the installation of one external ATM, new signage, and three air conditioning condensing units at the two-storey property.

The council-owned Northgate Street building has been vacant since McDonald’s closed its doors there in 2018.

The plans for Barclays’ relocation are the result of a partnership between Chester Cathedral, Barclays, and CWAC.

The institutions have been in talks since 2021 to allow Chester Cathedral to reclaim the hidden part of its estate at St Werburgh Street as part of its £11m Project Discovery. Discussions also aimed to ensure that the bank remained in a city centre location.

Project Discovery hopes to reconnect Chester Cathedral’s estate with the city centre and its communities by revealing it to a wider audience.

Cardinal House, which overlooks Parsonage Gardens, has a new owner – Sensible Properties.

The 55,700 sq ft office building sits on a nearly half-acre site included within Manchester City Council’s St Mary’s Parsonage Strategic Regeneration Framework. Accordingly, Cardinal House could be in line for either a refurbishment and extension or for demolition.

If demolished, it could be replaced with a 140,000 sq ft commercial block, according to marketing documents. All of these options would be subject to planning permission, of course.

The eight-storey Cardinal House was built in 1963. Currently, the building has only one tenant – Barings, which occupies 24,700 sq ft.

Derwent Group offloaded the site on behalf of Albert Gubay Charitable Foundation, whose property portfolio Derwent Group manages. That portfolio comprises 3m sq ft of office, leisure, retail, and industrial space across the country.

With a £11m deal, Cardinal House was sold for around £1.5m less than what Albert Gubay Charitable Foundation spent to acquire it in 2016. At that time, it was reported that the building was sold for around the guide price of £12.5m.

When the foundation put Cardinal House on the market last year, it was seeking offers of at least £13.5m.

Jonathan Black, property director at Derwent Group, described the charity’s reason for selling.

“Cardinal House has performed well for the charity since acquisition as an income-producing asset,” he said.

“The building has been positioned as a future redevelopment opportunity as part of the wider St Mary’s Parsonage Strategic Regeneration Framework, which no longer aligns with the trustees’ current investment criteria and appetite for risk, so the decision has been made to divest from this asset and redeploy the capital,” he said.

Avison Young acted for Derwent Group on the deal. Sensible Properties was unrepresented.

Sensible Properties is a relatively new property company, having only been incorporated in April. Its leadership consists of director George Jones.
